Update : As earlier google has launched "Google Input Tool" for all languages for offline use, but now its available as online option only. (you can use it in gmail also). But there are many sites offers offline installer of it. In case you don't want to search the sites, you can download it from Here. 

Well for now Microsoft also provides the same experience with the tool called "Microsoft I​ndic Language Input Tool (ILIT)"
